Both the subjects you have chosen are good and scoring optional subjects in Civil Service (Main) Examination. If you go by the advice of IAS toppers who achieved success with Electrical Engineering as one optional, most of them suggest at least one year preparation before you plan to appear in Civil Service Examination. At the same time, picking both science/engineering optional subjects, it becomes little risky. Yes, candidates appearing in final year of graduation are eligible to appear in Preliminary Examination.
