You need to follow eligibilities conditions laid down by UPSC for applying for Civil Service Examination and as your age does not allow to appear in CSE 2013, you should not fill application. Ideally, you should have been through with your optional subject’s preparation by this time if you are planning to appear in CSE 2013.
