You are engineering background candidate so, you should not have much problem with English medium. As asked earlier, you can appear in Prelims/Main Examination in English medium and can think of facing interview with Hindi. It is a wise step as Civil Engineering in not a very popular optional subject in Civil Service (Main) Examination. Your choice of combination of optional subjects Public Administration with Geography is good. Public Administration has a concise syllabus and easy to manage within limited period of time.
