Both Sociology and Political Science & International Affairs are very good optional subjects and very popular too among IAS Aspirants. It you look at the number of candidates appearing with these as optional subjects, Sociology scored better on that front. However, after looking at syllabus and some basic books (NCERT Books) you have similar liking for both Sociology and Political Science & International Affairs so, as a next step, you should take a realistic approach by looking at the previous years' question papers of both the subjects and try to understand/solve questions with the little knowledge you have for both to know the comfort level and easy in handling stuff.
